London's Mayor Sadiq Khan has got the green light to extend his controversial ultra low emission zone, Ulez. The High Court has thrown out a challenge by five Conservative-led outer London councils to stop it expanding to cover the whole of the city.
The scheme hits drivers of the most polluting cars with a £12.50 daily charge. Its expansion was blamed for Labour's failure to win Boris Johnson's Uxbridge and South Ruislip seat in last week's by-election.
Sadiq Khan has apologised in public to a Tory rival after calling him “thick” during an argument about the Ulez expansion.
Mr Khan said he was “really sorry” for saying in relation to London Assembly member Peter Fortune: “For somebody who reads a lot, he ain’t half thick.”
Mr Khan paused during a session of mayor’s question time at City Hall on Thursday morning to tell members: “Can I just apologise unreservedly to Peter Fortune for calling him thick.
“I am really sorry for saying that. I have reflected on that and I shouldn’t have said that. It’s not appropriate for me to have said that, and I’m really sorry – genuinely.”

Sadly I've seen a disturbing increase in racist and Islamophobic comments around the ULEZ debate, both on my channel and elsewhere. I reiterate once again - ULEZ and restrictions on motorists and car usage is nothing to do with race, religion or culture, it's to do with politics alone. Attack Sadiq Khan, but attack him on his politics, not on who he is, his heritage or his religious beliefs.

An anti-Ulez vigilante has described vandalising cameras across London as "unpaid voluntary work" as he called on motorists to fight the £12.50 daily charge.
The campaign director of Blade Runners, a secretive group whose balaclava-clad members have claimed responsibility for a spate of attacks on cameras and signs, told TalkTV drivers had come under "constant attack".
The group, which carries out their attacks at night, has previously told The Daily Mail that its aim was to take down every single Ulez camera in London. The body also claimed that the police and TfL had understated how many cameras had been vandalised.

London has become the world’s largest pollution charging area after the ultra-low emission zone (Ulez) was expanded to include the whole of the capital.
People who drive in the zone in a vehicle which does not meet minimum emissions standards are now required to pay a £12.50 daily fee or risk a £180 fine, reduced to £90 if paid within 14 days.
TalkTV’s Julia Hartley-Brewer sends a message to Sadiq Khan as his Ulez expansion begins in London.
In an interview with the PA news agency, the Labour mayor said: “The vast majority of Londoners want to see clean air and I recognise there are some Londoners with genuine concerns.
“My job is to try and address those concerns and I have been doing that.”
Mr Khan said he was “disappointed” at the lack of Government support for the policy and its accompanying scrappage scheme.
He expressed frustration that the scrappage programme has no Government funding, unlike those run in several other English cities.
He said: “It was this Government that gave financial support to cities like Bristol, Birmingham and Portsmouth towards their clean air zones.
“If clean air is right for them then why isn’t clean air right for London?”

London's attempt to hit motorists with more stringent anti pollution measures may have proved a liability at the polls - but British cities are still legally obliged to become greener.
Several places have introduced Clean Air Zones - while Manchester has abandoned plans to impose more charges on drivers, in favour of other incentives - from a free city centre bus to subsidies to encourage drivers to upgrade their vehicles.
TalkTV’s Julia Hartley-Brewer is joined by anti-ULEZ vigilante Captain Gatso who is part of the Blade Runners group to discuss their latest action against ULEZ cameras.
Captain Gatso tells Julia that the Government have "created a war on motorists" as he explains why he will continue to destroy ULEZ cameras.
"The Government lie and they don't listen... actions speak louder than words!"
Julia Hartley-Brewer also grills him over why he thinks destroying ULEZ cameras is “justified”.
“It’s a matter of fact that smashing, taking down, stealing and defacing council or London authority property is a criminal act, we don’t endorse that!”
A TfL spokesperson said: “Vandalism is unacceptable and all incidents on our network are reported to the police for investigation. Criminal damage to ULEZ cameras or vehicles puts the perpetrators at risk of prosecution and injury, while simultaneously risking the safety of the public. Camera vandalism will not stop the ULEZ operating London-wide. All vandalised cameras are repaired or replaced as soon as possible.
“We have an extensive camera network which is sufficient to support the effective operation of the scheme. Anyone driving a non-compliant vehicle within the expanded zone will be detected and we advise everyone to check whether their vehicle is compliant and to consider the various support that is available to help transition to greener modes of transport.”
The spokesperson added: “Unfortunately, our contractors have been subjected to threats and abuse while carrying out their duties so they are advised to record any issues on mobile phones to deescalate conflict and if necessary, record evidence for police investigations. It is due to the unacceptable criminal abuse and intimidating behaviour against them that these contractors have worn face coverings. TfL is working with the police to catch those responsible for vandalism and criminal activity relating to ULEZ and arrests have been made.”
Mayor of London Sadiq Khan, who made the decision to expand Ulez to the whole of London from August 29, previously warned people attacking cameras that “protest should be lawful, safe and peaceful”, adding: “It is really important to stay on the right side of the law.”

Three arrests have been made after a group of criminals who call themselves the Blade Runners destroyed nearly every single camera in a single London borough. are waging a war against the controversial ULEZ expansion in London. These saboteurs are tearing down, vandalising, and even stealing cameras installed by TfL to enforce the new rules.

In an interview with talk TV, one member of the Blade Runners, who goes by the name Ben, revealed the extent of their campaign and the reasons behind their actions. Despite the risks of imprisonment, the Blade Runners are determined to continue their fight until TFL stops installing the cameras.
Ben, a father of three in his 40s, carries out what he calls "unpaid voluntary work" several days a week. Under the cover of darkness, he disables and destroys the number plate recognition devices installed across London. In the Bromley area alone, Ben claims to have caused a near total blackout of enforcement cameras. By removing cameras from traffic lights and cutting brackets, the Blade Runners have made a significant impact on the ULEZ enforcement system.
Support for the Blade Runners appears to be widespread, with many hailing them as heroes. Ben insists that they are the voice of the people, reflecting the public's frustration with the ULEZ expansion. The Blade Runners' membership has grown significantly since the £12.50 a day levy was rolled out. They view themselves as a pack of lone wolves, united by a common goal to combat what they perceive as an unfair and unjust system.

Sky News host Caleb Bond says up to 90 per cent of ULEZ enforcement cameras in southeast London have been “vandalised or taken down”.
“Protesters have been knocking down dozens of these Ultra Low Emissions Zones enforcement cameras – which is basically if you drive an older polluting car, this camera picks it up, then they send you a bill for £12.50 a day,” Mr Bond said.
“Started in 2019 in a small pocket of London … Sadiq Khan the Lord Mayor of London has now expanded it across the entirety of London.”
Writer and broadcaster Esther Krakue says extra police resources have needed to be mobilised to stop these people from vandalising ULEZ cameras.
“The last time I checked about a quarter of all the cameras have been destroyed or vandalised,” Ms Krakue said.
“These police officers are going around in vans which is not exactly environmentally friendly.”
Vandals attempting to thwart Sadiq Khan’s ultra-low emission zone expansion have targeted 14 cameras in a single road.
Only two of the 16 new number plate recognition cameras in Orpington, south-east London, emerged unscathed on the first day of the scheme’s expansion.
The £12.50 daily charge for older polluting vehicles was widened to all 32 London boroughs on Tuesday following months of controversy, having previously ended at the North and South Circular roads.
The backlash against Ulez stepped up a gear on Tuesday, with pictures showing camera cables severed, lenses covered in red paint, electronics sprayed with foam and one device blocked by a cardboard box.

Anti-ULEZ Activist SABOTAGES Enforcement Camera In Bromley On Talk TV.
Wardens policing Sadiq Khan's ultra-low emission zone (Ulez) are now wearing balaclavas after Blade Runners shamed them on TikTok, The Telegraph can reveal.
The Labour Mayor of London has rolled out mobile automatic number plate vans (ANPR) in an attempt to prevail over the vigilantes determined to sabotage the green scheme.

The vans are being deployed on roads in outer London boroughs in the newly expanded zone, where older vehicles are charged £12.50 a day, but activists have been painting over camera lenses, deflating tyres and boxing them in with larger vans or placards to stop them catching motorists.
Now, as the guerrilla warfare blighting the capital escalates further, the wardens manning the vans on behalf of Transport for London (TfL) have begun donning balaclavas to cover their faces.
Critics of the scheme have called it "daylight robbery" for taxpayers, as TfL is paying officials undisclosed sums to operate the vans and security guards to follow behind in cars.
This newspaper has uncovered evidence of numerous Ulez van staff wearing black coverings over their faces and dark tinted glasses while on duty, brandishing energy drinks and mobile phones.
It follows weeks of viral clashes being filmed for the social media app TikTok, where anti-Ulez activists, who call themselves Blade Runners, have targeted van crews who then call the police, run away from angry locals and engage in heated arguments.
