Trooper's Narrative (lightly edited as it was very long):

At approximately 7:40 PM on Wednesday, April 5, 2023, I, Trp. Zachary Means, was traveling southbound on U.S. Hwy. 165
near Geridge Rd in Lonoke County. I observed a silver Chevrolet Malibu traveling at a high rate of speed. I then confirmed the
speed to be 75mph and locked it on my radar. I then turned around, got behind the vehicle, and activated my emergency lights
to initiate a traffic stop at U.S. Hwy 165 and Faye Ln.
The suspect vehicle turned off U.S. Hwy 165 onto Faye Ln. I relayed this information to Troop E, advised them that I was
making a traffic stop, and gave them the license plate number (AMD61Y).

The suspect vehicle slowly rolled down Faye Ln. and
turned right onto Brown Dr., then slowly rolled up to a house at the end of Brown Dr. I pulled in behind the suspect vehicle and
started to exit my unit. At this time, the suspect vehicle backed out of the house driveway and pulled back onto Brown Dr. and
proceeded onto U.S Hwy 165.

The suspect vehicle then headed north on U.S. Hwy 165 towards Humnoke. After entering the city limits of Humnoke, the
suspect vehicle started to travel in the center turn lane at approximately 90 mph. At this point, the suspect vehicle left Humnoke
city limits crossing the double yellow lines and entering the southbound travel lane continuing north towards Allport. The
suspect vehicle continued through Allport and headed towards England. At approximately Morris Farm Rd. on U.S. Hwy 165,
the suspect vehicle crossed the solid yellow line to pass a pickup truck in a curve. As the suspect vehicle approached Arkansas
Hwy 31, it slowed down to approximately 55 mph before speeding back up and continuing towards England.

As the suspect vehicle entered England, the England Police Department had two officers at the city limits attempting to set up
spike strips. Spike strips were unable to be deployed. The suspect vehicle continued towards Arkansas Hwy 15 on U.S. Hwy
165 before running the red light at the intersection. The suspect vehicle continued to pass multiple vehicles in the center turn
lane through England, continuing at a high rate of speed. The suspect vehicle then passed on the right side of a tractor-trailer
and turned right, continuing on U.S Hwy. 165.

After leaving England City limits, the suspect vehicle continued towards Keo at approximately 120 mph, passing multiple
vehicles. After entering Keo, the suspect vehicle passed another vehicle in the center turn lane. After leaving Keo, the suspect
vehicle continued towards Toltec Mounds Rd. The suspect vehicle then nearly missed rear-ending a pickup truck; however, the
pickup truck pulled to the shoulder to avoid the collision. The suspect vehicle entered the southbound lane again, almost
striking a tractor-trailer head-on.

As the suspect vehicle entered North Little Rock from Scott, an Arkansas Highway Police (AHP) unit was sitting on the
northbound shoulder. As the suspect vehicle approached North Little Rock, it once again entered the southbound travel lane. At
this time, the suspect vehicle entered the southbound travel lane passing multiple vehicles. The suspect vehicle continued on
the southbound shoulder traveling northbound, passing numerous vehicles that were traveling southbound.

The suspect vehicle returned to the northbound travel lane as the AHP unit took the lead. As the suspect vehicle slowed down
to make a right turn from U.S. Hwy 165 onto Arkansas Hwy. 391, the AHP unit was able to perform a TVI (Tactical Vehicle
Intervention) by using the push bumper mounted to the front of his unit to strike the rear end of the vehicle. The suspect vehicle
spun clockwise off the roadway into a gravel roadway off Arkansas Hwy 391. The suspect vehicle came to final rest facing
southwest, at which point the driver bailed out of the vehicle and ran on foot.

NLRPD brought a K-9 and drone to the scene to help search for the driver, Trevis T. Holmes. The driver was located at a nearby business. While affecting the arrest, the driver was bit on the ankle and a NLRPD Officer deployed a conducted electrical device.

Holmes was charged with:
Felony Fleeing in vehicle
Speeding more than 15 over the limit
Driving too fast for conditions
Failing to stop at a red light
improper use of a turn lane
Failing to register vehicle
Defective tail lights
Careless and prohibited driving
Improper passing on the left
Fleeing on foot
No Insurance
Expired registration
